EU adopts EUDR product-scope revision and Information System rules
Delegated Regulation (EU) 2026/2102, reported to be in force since 18 September 2026 (not checked against the Official Journal), removes cattle hides, skins and leather, re-treaded tyres, soybeans for sowing, vulcanised rubber articles, and aircraft/motor-vehicle seats from EUDR scope. It adds soluble coffee, certain palm oil derivatives and frozen cattle tongues, applying from 30 December 2027. The Implementing Act sets the first stable technical spec for due diligence statement submission.

Update, 1 October 2026: now in force
When this item was first published the Delegated Act was still awaiting scrutiny. According to secondary reports, Delegated Regulation (EU) 2026/2102 has since been published in the Official Journal (17 September 2026) and entered into force on 18 September 2026, the day after publication, so that caveat no longer applies. We could not read the EUR-Lex text of the act on 1 October (the site returned a bot-challenge page, which we did not bypass), so the 13 July adoption date and the 17 and 18 September publication and entry-into-force dates have not been checked against the Official Journal here: they come from secondary reports that agree with each other, so confirm them on EUR-Lex (CELEX 32026R2102) before citing them. The lists of removed and added products and the 30 December 2027 date are from the Commission's own announcement. We did not re-check the Information System Implementing Act.
The Delegated Act was adopted on 13 July 2026. Secondary reports say it was published in the Official Journal on 17 September 2026 and entered into force on 18 September 2026, which would make the revised Annex I now in force, but we could not confirm those two dates on EUR-Lex. It updates Annex I, leaving the seven covered commodities (cattle, cocoa, coffee, palm oil, rubber, soy and wood) untouched. Conveyor and transmission belts also drop out. The act clarifies that samples and products used for analysis, examination and testing sit outside the scope of the Regulation, and introduces targeted exemptions for specific categories of products, including waste, used and second-hand products, packing material, and products used in the manufacture of medicinal products.
Dates for products already in scope hold: the Regulation will apply from 30 December 2026 to large and medium-sized operators and to micro and small operators already covered by the EU Timber Regulation, and from 30 June 2027 to other micro and small operators. The 30 December 2027 date applies to the products newly added to the scope, timed to give businesses room to prepare. The Information System reopened at the end of June, the Implementing Act adds simplified declarations for micro and small primary operators and updated technical specifications for automated APIs, and the Commission said at the time that it would offer training sessions for companies starting at the end of July.

If you export beef by-products, check whether hide or leather lines just dropped out of your due-diligence obligations. If you export beef offal into the EU, frozen tongue is now explicitly in scope from December 2027 — worth planning for early rather than at the deadline.
