EU adopts EUDR product-scope revision and Information System rules

The Delegated Act is not in force yet: it goes to the European Parliament and the Council of the EU for scrutiny first, so treat the revised Annex I as near-final rather than settled. It updates Annex I, leaving the seven covered commodities (cattle, cocoa, coffee, palm oil, rubber, soy and wood) untouched. Conveyor and transmission belts also drop out. The act clarifies that samples and products used for analysis, examination and testing sit outside the scope of the Regulation, and introduces targeted exemptions for specific categories of products, including waste, used and second-hand products, packing material, and products used in the manufacture of medicinal products.

Dates for products already in scope hold: the Regulation will apply from 30 December 2026 to large and medium-sized operators and to micro and small operators already covered by the EU Timber Regulation, and from 30 June 2027 to other micro and small operators. The 30 December 2027 date applies to the products newly added to the scope, timed to give businesses room to prepare. The Information System reopened at the end of June, the Implementing Act adds simplified declarations for micro and small primary operators and updated technical specifications for automated APIs, and the Commission said it would offer training sessions for companies starting at the end of July.
