Common questions
Do I need a GlobalGAP certificate and organic certification, or just one?
They cover different things, so many growers need both. GlobalGAP addresses good agricultural practice, worker safety, and traceability, and is often a buyer requirement independent of how the crop is grown. Organic certification verifies the crop was grown under an approved organic standard. A buyer selling certified organic produce into a supermarket chain will often ask for both, since one does not imply the other. Check your specific buyer's contract rather than assuming either covers the requirement on its own.
How long is a phytosanitary certificate valid for?
Validity is short and tied to the shipment, typically a matter of days from inspection to departure rather than weeks, and it is set by the issuing authority against the destination country's import rules rather than by a fixed universal rule. This is why phytosanitary inspection needs booking close to the loading date rather than far in advance. If a shipment is delayed after the certificate is issued, check with the issuing body whether it still holds, since some destination markets will reject a certificate dated too far before arrival.
Can the same provider do my pre-shipment inspection and my lab testing?
Some providers offer both, since a pre-shipment visit and a residue or composition test can be scheduled together against the same consignment. Others specialise in one or the other; a certification body focused on farm audits, for example, may not run its own residue lab and will subcontract or refer that work out. Ask directly what is done in-house versus subcontracted, since a subcontracted test adds a step to the turnaround time you need to plan around.
What happens if a shipment fails pre-shipment inspection?
The inspector's report will flag the specific non-conformity, whether that is quantity, packaging, labelling, or visual condition against the purchase order, and the shipment is typically held rather than automatically rejected outright. Resolution depends on what failed: a labelling issue may be correctable on site, while a quality issue may mean re-sorting the lot or renegotiating with the buyer before a re-inspection. The inspection itself does not fix anything; it only tells you and the buyer what does not match, so build in time before the sailing date for a possible re-check.
Is a residue test the same as a pesticide MRL check?
Broadly yes: residue testing screens a sample against maximum residue limits, commonly referred to as MRLs, for pesticides or other chemical residues. The distinction that matters is whose limits apply. A destination market's MRLs and a specific buyer's own tighter specification are not always the same figure, so ask the lab to test against the limit that actually governs your sale, not a generic default panel, or you may pass a test that still fails the buyer's own standard.
Does an inspection or certification body also handle customs paperwork?
No. These providers issue documents that relate to product, process, or facility conformity, such as a certificate of analysis, an inspection report, or a phytosanitary certificate, and those documents then feed into the wider export paperwork. Preparing the customs declaration, the certificate of origin, or the commercial documentation set is the work of an export agent, a separate category on this site. Keep the two engagements distinct even when timed around the same shipment.
What this category covers
Inspection and certification bodies verify that a shipment, a facility, or a farm meets the standard a buyer, an importer, or a government has set. Their work covers checking product against specification before it leaves the country, auditing a farm or packhouse against a scheme like GlobalGAP or organic standards, issuing a phytosanitary certificate against a plant health requirement, and running lab tests for residues, pathogens, or composition.
What they do not do is fix a failed shipment. If a container arrives infested, that is a job for fumigation and treatment, not the inspector who flagged it. If the paperwork problem is a certificate of origin, a packing list, or a letter of credit that needs correcting, that sits with an export agent, not with an inspection body.
The line is simple in practice: an inspection or certification provider looks at product, process, or paper and tells you whether it passes, and issues a document saying so. It does not haul, treat, store, or file customs entries. Where a provider blends inspection with treatment services under one roof, treat the two lines of work as separate engagements with separate scopes and separate invoices, even if the same visit covers both.
When you need one
The first engagement usually comes before a single box is packed. A grower or processor selling into a scheme-driven market brings in an auditor to certify the farm or facility against GlobalGAP or an organic standard, often months ahead of the first shipment, because certification bodies work to an audit calendar and a corrective-action cycle that does not compress well.
Once product is moving, the next trigger is the shipment itself: a buyer's contract or an importing country's rules call for a pre-shipment inspection, checking quantity, condition, and conformity against the purchase order before the container is sealed. Where the cargo is plant material, a phytosanitary certificate becomes a hard requirement at the point of export, tied to the destination country's import rules and issued close to loading, since it usually carries a validity window.
Residue or lab testing tends to sit earlier in the chain, on a batch or a season, particularly where a buyer's specification sets maximum residue limits tighter than the exporting country's own rules. A recurring buyer relationship usually settles into a rhythm: annual re-certification, per-shipment inspection, and periodic testing running on their own separate clocks.
The service types, and which you need
GlobalGAP certification covers farm-level good agricultural practice: traceability, worker safety, input records, and food safety controls on the growing and packing side, and it is often a condition of sale for supermarket-facing buyers before any other paperwork is discussed. Organic certification verifies that a farm or processor has followed an approved organic standard, typically involving an annual on-site audit and ongoing input and record checks, and it is scheme-specific: certification under one country's organic rules does not automatically transfer to another's.
Phytosanitary inspection and certification confirms a plant or plant product is free of regulated pests and diseases and meets the importing country's plant health rules, commonly referencing ISPM 15 for wood packaging alongside the product certificate itself. Lab testing covers the analytical side: composition, contaminants, pathogens, and specification compliance run against a defined method and reporting limit.
Pre-shipment inspection is a physical check of the goods against the purchase order, typically quantity, packaging, labelling, and visual condition, carried out shortly before loading. Residue testing is a narrower, often more urgent lab discipline, screening specifically for pesticide or chemical residue against a buyer's or destination market's maximum limits, and it is the one exporters most often need turned around fast against a sailing date. Most exporters end up combining two or three of these rather than using one in isolation.
How the work is quoted
Pricing in this category is mostly per engagement rather than a flat rate, and the basis of charge tracks the type of work. Certification audits, GlobalGAP and organic alike, are typically quoted per site per year, scaled by the number of production sites, crops, or product lines in scope, plus a separate charge if a corrective action requires a follow-up visit.
Pre-shipment and phytosanitary inspections are usually quoted per visit or per consignment, with travel and the time on site as the main variable, so a rural farm gate or a remote packhouse costs more to inspect than a facility near a port. Lab testing is priced per sample per analyte or per test panel, so the number of parameters requested drives the total more than the number of samples does.
What consistently pushes a quote up is urgency, a request for results inside a couple of days rather than the standard turnaround, and add-on services such as a second unannounced visit or a wider residue panel than the default list. Multi-year contracts with a certification body sometimes carry a lower marginal cost per audit than a one-off engagement, since the body is already familiar with the site.
Paperwork and records
The exporter is responsible for producing the underlying commercial and production records the inspector or auditor works from: the purchase order or sales contract, farm and input records for a certification audit, batch and lot records for a shipment being inspected, and any prior certificates for a facility being re-audited.
What comes back from the provider differs by service: a certification body issues a certificate valid for a set period, generally a year, plus an audit report listing any findings or corrective actions. A pre-shipment inspector issues an inspection report or certificate of conformity referencing the specific consignment and purchase order. A phytosanitary authority or delegated inspector issues the phytosanitary certificate itself, which travels with the shipping documents and has to match the commercial invoice and packing list exactly, since a mismatch is a common cause of hold-ups at the destination port.
A lab issues a certificate of analysis showing the tested parameters against the specified limits. Keep every certificate against its shipment or its site and audit cycle: a certificate issued for one lot or one season does not cover the next.
What goes wrong
The most common failure is timing: a phytosanitary certificate or a lab result requested the day before loading, when the provider's normal turnaround needs several working days, forcing a delayed sailing or an expensive rush fee. The fix is booking against the shipment plan, not against the moment the exporter first thinks about it.
A second failure is scope mismatch, where an inspection was booked against a generic checklist rather than the buyer's actual specification, so the report comes back clean but the buyer still rejects the goods because the criteria that mattered to them were never checked. Always share the buyer's specification or contract with the inspector before the visit, not after.
A third is certification lapsing unnoticed. GlobalGAP and organic certificates run on annual cycles, and a lapsed certificate found only when a buyer asks for it can knock a shipment out of a contract with no time to re-certify. Tracking renewal dates against the shipping calendar, not just the audit calendar, avoids it. A fourth, quieter failure is using a lab or certification body whose accreditation the destination market does not actually recognise, so a technically correct result gets rejected on a technicality at the border.
What to check before choosing
Start with accreditation, not reputation. A GlobalGAP or organic certificate is only as strong as the certification body's own accreditation to issue it, and a lab result is only as strong as the lab's accreditation to the relevant standard, commonly ISO/IEC 17025 for testing competence. Ask directly whether the provider's certification or test reports are recognised by your buyer and by the regulatory authority in your destination market, since recognition is not universal even for well-known schemes.
For food safety or quality management sitting alongside these certifications, BRC or a HACCP-based system is the more common reference point, and a provider familiar with auditing against it will read a food business's records faster than one who is not. For phytosanitary work, confirm the inspector is authorised to issue certificates recognised by the destination country, since the requirement traces back to that country's import rules rather than to the exporter's own government.
Compare turnaround against your shipping calendar, not just price: a cheaper lab that takes twice as long can cost more once a delayed sailing is counted. Ask what a re-test or follow-up visit costs before you need one, since that is where budgets usually slip. Finally, ask how findings are reported: a report that only says pass or fail is less useful than one showing actual values against the limit, particularly for residue testing where a near-miss matters for your next shipment.
Where to look next
Coverage in this category tends to be strongest close to major production regions and port clusters, since certification bodies and labs schedule around where the volume already is, and a provider based near a packhouse district or an export port can usually offer a shorter lead time than one that has to travel in.
Where you are exporting a plant product with residue or maximum-limit exposure to the EU, the EUDR checker on this site is a useful first pass before you commission formal testing, and the halal certification checklist is worth reviewing early if your buyer or destination market requires halal certification alongside any of the service types above. If your immediate need is fixing a pest or contamination finding rather than proving its absence, the fumigation and treatment category is the adjacent one to check. If the gap is in the paperwork around the shipment itself rather than in inspection or certification, an export agent is usually the better starting point.
