Panama Canal postpones both draft cuts but cuts Neopanamax slots to nine

The Panama Canal Authority (ACP) has postponed both scheduled draft cuts at the Neopanamax Locks by one to four weeks, giving vessels more time at deeper drafts than expected. But in the same Advisory to Shipping No. A-29-2026, dated 20 August 2026, ACP cut daily Neopanamax booking slots to nine, effective for booking dates from 4 September 2026. We covered the carrier bunker and low-water surcharges tied to the draft-cut programme on 15 August; this update covers what changed since then, the postponed dates and the new slot ceiling, not the surcharge mechanics already reported.

重要ポイント

  • ACP postponed both Neopanamax draft cuts: 14.63m TFW moves from 26 August to 2 September 2026, and 14.48m TFW moves from 3 September to 1 October 2026.
  • Daily Neopanamax booking slots are cut to nine, effective for booking dates from 4 September 2026, with Panamax slots cut to 25 and then 23 from 15 September.
  • ACP cites watershed rainfall 34% below average and a forecast severe El Nino event threatening the January-April 2027 dry season.

Draft cuts pushed back

ACP will now postpone the maximum authorized draft of 14.63 metres (48.0 feet) TFW at the Neopanamax Locks from 26 August 2026 to 2 September 2026. The second cut, to 14.48 metres (47.5 feet) TFW, moves from 3 September 2026 to 1 October 2026. ACP attributes the postponement to "the current level of Gatun Lake and the latest weather projections," per the advisory. For exporters and forwarders, this buys extra weeks at the deeper draft before the tighter limit takes effect, and is the more favourable half of this update.

Booking slots cut regardless

The postponement does not extend to booking capacity. Effective 21 August 2026, for booking dates beginning 4 September 2026, ACP is cutting daily Neopanamax Locks slots to nine, with only one slot offered in Booking Period 2 (14 to 8 days out) and the Conditioned slot category unavailable in that window. Daily Panamax Locks slots drop to 25 over the same period, then to 23 from 15 September 2026 for booking dates from that date, with eight slots reserved for Super vessels in Booking Period 2 and a cap of nine Supers bookable per direction.

We could not confirm the prior daily Neopanamax slot count from ACP's advisory, which states only the new figure of nine. Readers should treat any pre-cut baseline cited elsewhere as reported but unverified until ACP publishes it directly.

A watershed problem, not a one-off

ACP's stated cause is hydrological, not operational. Cumulative rainfall across the Canal watershed for the May-to-August 2026 hydrological year ran 34% below the historical average, with watershed inflows 44% below average for the same period, according to the advisory. ACP also flags a forecast severe 2026-2027 El Nino event that could further reduce precipitation and runoff through the rest of the wet season, raising what it calls concerns over water availability into the January-to-April 2027 dry season. That framing extends the risk window well past this booking cycle.

重要な理由

Slot scarcity, not draft alone, is now the binding constraint on your Panama Canal routing. With Neopanamax capacity fixed at nine daily slots from 4 September and Panamax capacity following it down to 23 by mid-September, book your transit reservations earlier and budget contingency time for Booking Period 2 gaps. Where your cargo and vessel size allow it, price out the Panamax alternative routing now rather than waiting for a Neopanamax slot to clear, and watch for further ACP advisories through the 2027 dry season, since ACP itself is flagging this El Nino event as a multi-month risk, not a resolved one.
